I downloaded to support an older internal application that was built on Visual J#. The file itself is authentic—matches the expected digital signature and file size. Once placed in the appropriate system folder (Windows\Microsoft.NET\Framework\v2.0.50727) and registered with regsvr32 , my legacy app started without the missing dependency error.
